(B) The tax liability returns described in subparagraph (A) of this paragraph, no later than October 1 of each year, are subject to use by the department to assess taxes and other penalties collected under section 5-103 at such time as the department may provide. The tax liability return described in subparagraph (A) of this paragraph, in each of the years beginning on January 1, 2019, June 1, 2020, and December 31, 2023, shall be prepared by the department, and shall be used for assessing the tax liability described in subparagraph (A) of this paragraph. (D) The information to be submitted on behalf of each registrant to the department shall be verified to identify such registrant and any foreign person with a taxable interest in real property, and the identity of any person with a taxable interest in real property. (E) The department shall use the tax liability return described in subparagraph (A) of this paragraph, no more than once every 2 years, to assess whether, under this article, the person is liable for any tax imposed pursuant to the provisions of section 5-102, and to compute the tax due.
